Executive Learning & Capability Development (HRM)

The L&D Executive/Senior Executive develops, delivers and manages learning programmes to support ERL’s operational excellence, safety standards, service culture and business needs. The role also supports HR Operations, HR compliance, OSH initiatives, corporate engagement and HRDC governance to ensure a highly capable and future‑ready workforce.

 

  1. Learning Needs & Training Planning
      • Conduct Training Needs Analysis (TNA) & Training Needs Identification (TNI) for all divisions including Operations, Engineering, Customer Services and Corporate Units.
      • Develop structured annual training plans aligned with ERL’s capability development, regulatory requirements and align business needs.
  1. Learning Programme Execution
      • Coordinate, schedule and manage all internal and external training programmes.
      • Manage training partner sourcing, quotation evaluation, proposal paper and programme logistic.
      • Deliver in-house training: service excellence, behavioural competencies, safety awareness, HR policies and other soft-skill modules.
      • Coordinate to evaluate training effectiveness.
  1. HRDC Management (Grants, Claims & Compliance)
      • Handle end-to-end HRD Corp processes: levy utilisation, grant applications, programme registrations and claim submissions.
      • Maintain readiness for HRDC audits with complete documentation and compliance.
  1. Reporting & Learning Analytics
    • Prepare L&D dashboards, monthly reports, training cost analysis and ROI measurements.
    • Track competency development, mandatory certification progress and training hours.

  2. Policy Audit, HR Governance & Compliance
      • Support periodic HR policy audits to ensure compliance with internal SOPs and regulatory guidelines.
      • Ensure training governance, documentation standards and proper record‑keeping
  1. Occupational Safety & Health (OSH) Support
      • Assist in safety-related training programmes and competency requirements (e.g., emergency response, safety briefings, operational certifications).
      • Act as safety coordinator and work closely with Safety Department
  1. Staff Engagement & Corporate Events
      • Support planning and execution of staff engagement and recreational activities
  1. Essential
    • 3–5 years’ experience in Learning & Development and HR Operations.
    • Strong HRDC knowledge (applications, claims, audits).
    • Proven capability in TNA & TNI, training coordination and reporting.
    • Ability to conduct training/facilitation.
    • Strong analytical and communication skills.
    • Experienced in policy compliance and governance.

  2. Desired
    • Experience handling staff engagement or internal corporate events.
    • TTT certification or equivalent.

  3. Behavioural Attributes
    • Highly motivated, proactive and detail‑oriented.
    • Strong stakeholder management and teamwork.
    • Customer‑first mindset aligned with ERL’s service culture.
    • Comfortable in fast‑paced, operationally focused environments.
  4. Education Requirements
      • Degree in HR, Business, Education, Psychology or relevant field.
      • HRDC TTT Certification & NIOSH (as certified trainer) is an advantage.
